EDIT: WikiLeaks started releasing batches of emails, starting with Podesta.

WikiLeaks released Podesta emails on October 7th. From there, they released thousands more during the election campaign. The DHS and DNI sent out a joint statement blaming Russia for the hacking, “We believe, based on the scope and sensitivity of these efforts, that only Russia’s senior-most officials could have authorized these activities.”
