The World Congress of Families was founded by Allan Carlson in 1997. It was very active in promoting anti-LGBT policy around the world including Russia, Nigeria, Uganda, Czech Republic, Poland, Spain, Australia, Hungary, The Netherlands, and Mexico.

In particular, the group went out of its way to advocate for anti-LGBT law in Russia with Larry Jacobs applauding the passage of the Russian law with “the law in the Russian Duma it passed on first reading, it would ban propaganda to minors, preventing them from corrupting children. What a great idea and rest of Europe is going the otherway, legalizing LGBT propaganda”.[i]

In doing this, WCF has cooperated with sanctioned Russians including Vladimir Yakunin and Yelena Mizulina. Yelena Mizulina was sanctioned on March 6, 2014 over Russian aggression in Crimea. Yakunin was sanctioned on March 20, 2014.[ii]
