President Obama requested the intelligence community create a report on Russia’s involvement in the 2016 election before he left office. President Obama was briefed first, and on January 6th, President-elect Trump was briefed. Comey not only briefed Trump on Russian hacking, but also on the Christopher Steele dossier. Although the information in the dossier had not been corroborated yet, they felt that Obama, Trump, and Congress needed to know about the potentially damaging information.
