Andrey Kovalenko (born December 30, 1985) was designated by the U.S. Treasury Department on March 11, 2015, under Executive Order 13660 for actions threatening Ukraine’s sovereignty and territorial integrity. Treasury identified him, with Aleksandr Dugin and Pavel Kanishchev, as a leader of the Eurasian Youth Union, a Moscow-based organization designated the same day. Treasury stated that the Eurasian Youth Union had actively recruited individuals with military and combat experience to fight for the self-proclaimed Donetsk People’s Republic and claimed a covert presence in Ukraine.
